Weatherization Assistance Program (WAP)

Provides weatherization and energy efficiency repairs. The program also conducts tests for carbon monoxide, gas leak detection, and flue, chimney and vent pipe inspection.

  • Repairs/replacements covered by the program include: attic insulation, walls, floors, water heater, ducts and pipes; also repair holes in floors, ceilings, windows; Furnace, water heater and refrigerator replacement are also possible if warranted. 
  • Specific work on each home is dependent upon the need based on thorough pre and post-work inspections.

Repair & Replace Assistance Program

The Low Income Home Energy Assistance Program (LIHEAP) Repair and Replacement Program is available to homeowners in need of emergency heating and/or cooling due to unsafe, malfunctioning, or non-operable heating and/or cooling systems.

  • Assistance dates:
    • Heating & Cooling:  Dec 1-Nov 30
    • Heating only:  Dec 1-Nov 30
    • Cooling only:  May 1-Sept 30
  • Must have either a child 5 or under, a senior 60 or over or a certified disabled individual in the household.
  • The primary heating system must meet at least one of the following criteria to receive services:
    • Have a non-operable or severely malfunctioning and/or unsafe heating system potentially endangering the household’s health and/or well-being. 
    • Is using portable heating devices such as, but not limited to, electric and kerosene space heaters as a primary source of heat.
    • Is using unvented gas/propane space heaters as a primary source of heat.
    • Is using an unsafe fireplace or solid fuel.
    • Have a fireplace or stove but do not have access to, or the means to purchase solid fuel.
    • Is using any type of gas fired cooking appliance as a heating source.
  • Must be at or below 60% of state median income (see chart below)

Assists individuals with disabilities to function more independently in their homes and communities by purchasing assistive devices, durable medical equipment, home modifications, wheelchair ramps and vehicle modifications.

Rehabilitation Loans

For homeowners up to $25k to repair or improve homes, remove a health and safety code violation or rehab and handicap accessibility to age in place.

Consumer Loan

Charleston Emergency Rehab Program

Loan up to $5,000 for repairs to correct code deficiency or hazards that pose an immediate threat to health and safety of residents or to protect property from further structural damage

    • Defective plumbing (e.g., hot water tanks, water service lines, or broken interior lines)
    • Defective wiring (if not repaired could cause life safety issues)
    • Defective furnace or heating system from October 1st to March 30th
    • Window replacement – individual windows panes that are broken due to recent events
    • Gas service lines – located on the property of the owner that have resulted in a disconnect
  • Home must have been owner occupied for at least 1 year
  • Deed/mortgage must be in the owner’s name

Homebuyer Assistance Loan (Home Blend)

The Home Blend loan is a 10-year loan that is forgiven monthly at a 0% interest rate. 

Clients must occupy the property during the term of this loan. If the property is sold or the occupant moves prior to the 10-year expiration the remaining loan balance will become due and payable to the City of Charleston.

  • Applicant must be able to qualify for a mortgage based on individual family income/debt ratio and credit.
  • The applicant must obtain a bank loan from a participating lender. 
  • HOME Program will loan the remaining project cost plus assist with closing costs based on individual qualification.
  • Purchaser must invest a minimum of $500, however closing cost can exceed this amount.
  • Applicant must have an acceptable credit report.
  • Applicant must successfully complete an approved home-buyer education workshop.

The maximum loan amount a client can qualify for is $128,000.00. Each client will borrow 80% of their funds from a participating lender and the additional 20% is provided as a forgivable loan over a 10-year period. This loan has a 0% interest rate. 

  • First-time home buyer is defined as an individual who has had no ownership in a principal residence during the 3-year period ending on the date of purchase of the property. This includes a spouse (if either meets the above test, they are considered first-time homebuyers).

Income limits:

1-person household must make less than $37,200.00 per year
2-person household must make less than $42,500.00 per year
3-person household must make less than $47,800.00 per year
4-person household must make less than $53,100.00 per year

Income guidelines are subject to change without notice

Annual income includes all income received by the household including overtime or irregular earnings. This includes social security, SSI, retirement, pensions, interest from savings accounts or stocks, part-time/occasional employment, child support.

The Home Blend program is designed to assist with the purchase of single-family existing houses only (townhouses are acceptable)
Single-family homes must meet the following criteria:

  • The selling price is equal to or less than the appraisal value.
  • The home must pass a housing inspection and environmental review.
  • Must be existing home that meets Charleston City Code.

New construction, mobile homes, or condominium cannot be funded with HOME funds.

Home Improvement Loans

  • Loan Amounts: Minimum: $5,000 up to maximum of $15,000
  • Flexible Loan Terms: Take between 12 and 60 months to pay off the loan
  • Interest Rate: 10.25% (Rate may fluctuate with the market but will always be 200 bps below EFCU’s lowest rate)

Low Income Energy Assistance Program (LIEAP)

Assists eligible households with the cost of home heating through direct cash payments or payments to utility companies on their behalf. A crisis component  is available for households without resources facing the loss of a heating source (i.e. shut off notice).

20% Utility Discount Program

Offered by local utilities (AEP, American Water, Mountaineer Gas)  for qualified individuals. Eligible individuals can get a 20% discount on gas and electric bills (November to March) and water companies (year round).

  • Applications are automatically mailed out each year October only to customers who were determined to be eligible.   If you believe you are eligible but haven’t received a packet, contact your local DHHR office. (DHHR verifies applicant qualifications)  
  • Successful applicants are notified in November or December of each year.

    • a recipient of SNAP and over age 60
    • a recipient of Social Security Income and over the age of 18
